Two that I recommend (as of early 2023) are the Topaz Labs DeNoise AI. Topaz DeNoise, (its origin came before the AI) was and is one of the most powerful, capable applications for removing noise. It can be used as standalone software or as a plugin to Adobe Lightroom or Adobe Photoshop. That's because adjustments often add extra noise to an image so if you want DeNoise AI to work its magic most effectively, you want your image as flat and untouched as possible. can augment Photoshop's capability with separately purchased tools called plugins. The layout is the same as when used as a standalone tool. Setup file is completely standalone and also its an offline.

Topaz Labs make some fantastic post-production software. Its a photo editing tool, using which, you can reduce noise and highlight the details in your pictures.
